Penstemon spectabilis
There are many wonderful species of Penstemon that come from dry areas, and this one is Penstemon spectabilis, found in southern California and southward into Baja California. The flower color varies from one plant to another, so I have included a shot of one with more purple in the flowers as well as one with a paler blue. Penstemon is a genus in the family Plantaginaceae.
