What happens when the fight for safety becomes a battle against speech?

In 2025, the Wikimedia Foundation, a nonprofit home to Wikipedia and the backbone of open knowledge stood up to the UK government, saying no to forced identity verification. Because for countless volunteer editors, anonymity isn’t just about comfort...it’s about survival.

The UK’s Online Safety Act, enacted in 2023, risks labeling Wikipedia a “Category 1” service like Facebook or TikTok, a classification that would require verifying the identities of its contributors. Wikimedia argues that would strip away the essential privacy protections for volunteers who edit from places where speaking truth can cost them dearly: they could face data breaches, stalking, lawsuits, or even imprisonment under authoritarian regimes.

In August 2025, the High Court ruled that Wikipedia’s challenge failed…but left the door open for future review if Ofcom officially designates Wikipedia as a Category 1 site. The judge acknowledged Wikipedia’s vital value and urged regulators to apply the law proportionately without impeding free expression. But when do the government ever have the best interest of the people they serve when they blatantly lie to our face and censor content that they don't like?

This isn’t just legalese. Real people, in real danger, risk everything to preserve knowledge. When laws push for data collection, even with good intentions, can backfire on the very people we should protect. If Wikipedia is forced to expose identities, we risk silencing those with the courage to speak truth, especially from oppressive states.
