There are a few necessary conditions that must be present before personal growth can be achieved:

A person must have the humility to admit to unhealthy behavior and/or moral failings, and thus recognize the need to learn from their mistakes. 

A person must be open-minded enough to believe that change is possible, such that they are able to receive new ideas about how to improve themselves and/or their life. 

A person must possess motivation to change, always carrying in their heart the intention to be a good person and live a good life.

At present, your brother doesn’t seem to meet these conditions, does he? He only sees problems out there in the world but not in himself? When you don’t see yourself as part of the problem, there is no reason to change. Unhealthy Fe, especially unhealthy Fe that results from slow/stunted moral development, predisposes a person to adopting crude moral beliefs that then inform a very unsophisticated moral worldview. This is apparent in the way that he conflates intelligence or wealth with a person’s moral worth. In other words, his idea of what constitutes a “good” person - the idea that he uses to make (Fe) moral judgments about people - is quite juvenile and has little to do with being morally good.

A predisposition to narrow-mindedness is often accompanied by confirmation bias, i.e., only noticing the “evidence” that confirms one’s worldview. Note that tertiary Si loop often makes confirmation bias worse. His worldview is indeed corrosive to relationships, but he may not be able to see it. Even if his relationships breakdown, he may place the blame on the other person and/or humanity at large for being flawed (which confirms his worldview), unable to recognize his own hand in causing the problem. 

You say that he has the intention to connect or help. If he tries to “connect” but instead gets more distant from people, then his approach is wrong. If he “helps” people and it doesn’t work, they end up worse off, or they even get harmed in the process, then his approach is certainly flawed. The impact of his behavior should be fairly obvious, so is he able to see it? If not, he may need someone to provide a clearer explanation as to what is going wrong, which is something you could do for him. Of course, if he won’t admit that his behavior was problematic, then this circles back to the problem of arrogance, aka, lack of humility.
