Ravio is a wanted man in his own country. The charges are relatively benign (not like, murder), there are just... so many of them. He, like Hyrule, is a man on the run from his own home.

Ravio is a personal friend of the royal family of Lorule. It's not known whether he has done work for Hilda, whether he has blackmail on her, or if they're related.

Ravio is still homeless. He prefers it. Less to feel like you're losing when your world upends itself. It's also much easier to maintain his business and drop everything and run if he doesn't have a permanent home base.

I think Hyrule is having The Most Fun in that scenario. Getting manhandled by someone absurdly strong, Twi being a little too rough now and then because he's inexperienced but Rulie is living for it, let them break a bedframe in their zeal.
