Assume there are 30 independent things you have to be able to do to be a functional human being. By the empirical rule, only 2.5% of the population will be two or more standard deviations worse at any given one these things than average, but over half of the population will be two standard deviations worse at at least one of them. If the people who live in my simplified model were to form a society, assuming they only act for their own benefit, they might easily end up structuring the world so as to be accessible to only people no more than two standard deviations below normal in some particular capacity, since 97.5% would be fine. Then, in structuring some other aspect of society, there will be a different thing where being 2 sigmas worse than the average will screw you over, and again, 97.5% of the population wouldn’t care.
