ブラウザ要件 IE11 以上の案件では単位 rem を使用していますが、いまだ IE8 を切れない案件もあります。IE8 に加えて iOS, Android 対応かつレスポンシブ Web デザインという制作の際に rem を使用したいと思い、すこし調べてみました。
結論としては、後述の rem.min.js を使用することで IE8 でも rem 単位を使用できそうです。

絶対指定の px や % や em といった親要素の相対単位とは異なり html 要素との相対単位が rem です。詳しくは下記が図解付きで非常に分かりやすいです。

rem 対応ブラウザと解決策
Can I use: rem (root em) units によると、やはり IE8 が rem 非対応となっていますが rem.min.js を使用することで、対応できるそうです。下記のようなコンディショナル・コメントで OK です。

polyfill とは Web ブラウザに組み込まれていない機能を提供する追加コード を指します。IE8 以前のブラウザを HTML5 対応する html5shiv.min.js や Media Queries 対応する respond.min.js が有名です。どちらも Bootstrap 3 には標準で実装されていますね。
追記 2016-06-25
ある案件で rem.min.js を使用しましたが、大規模なサイト(複数の FQDN に URL が分割され、テンプレートが複合的に組み合わせされていた)では条件を満たすことが想像以上に高コストでしたため、二重記述(後述)に変更しました。
head 要素の style 要素を含めて、すべて外部 CSS ファイルにする必要がある。
これらの外部 CSS ファイルは FQDN 単位で、表示する URL と同一ドメインである必要がある。
rem.min.js は body 要素の終了タグの直前に記述する必要がある。
二重記述とは下記のような記述です。この場合 IE8 は rem を解釈できず px 単位のプロパティを適用します。他のブラウザは rem を解釈するため font-size プロパティを 1.6rem で上書きします。
