I figured that Valentino might've flared them open once or maybe just had them hanging loose behind him at some point after Oopsie, most likely when Vox threatens him not to tell anyone about what he did. Just as like a reaction to an Angel threatening him. (totally not scared)
Buuuut the most recent post being the first time he realized Valentino has wings is much more hilarious so I think I'll have it be that instead.

Maybe both! Maybe he saw the wings back after Oopsie, but not open. Then he didn't remember them, much less think Val could fly with them until it was too late.
