It is an autonomous pair of legs made from the body of another Mechan, likely a former co-worker at the Scraplands. Said legs are unable to speak because the vocal module has been removed.

Why the new lower half? Glass lost it in a freak accident, costing him his original job at the Scraplands due to a... workplace brawl.
