One of the funniest bits in Mashle that consistently keeps the comedy up is that everyone is a total weirdo in some way, but everyone also thinks everyone else is the weirdo and they're the normal one.

This allows for an infinite well of comedy, everyone just passes around the Wise Guy baton and thinks they're the normal one.

And it's here, with Innocent Zero's statement, that this idea turns from a running gag into an actual theme of the story.

The main theme of the manga is tolerance, that Mash's disability of not being able to use magic is considered by society as a crime worthy of killing him. Society is so bigoted and intolerant that 0-liners like Mash are genocided and weak 1-liners like Regro or Wahlberg in his youth are looked down upon and abused.

Mash's main goal in the series is to change society and make everyone accept him so that he can live his life in peace. And it's with this gag that the series brings in a new angle to the central theme of tolerance.

Not just that everyone is intolerant of Mash because of his disability, but also that everyone is judgemental toward everyone else, even in small ways.
