In terms of the history, what we know as Vulcan today was created by a group of people between the late 90s and mid 2000s operating under the name "the Vulcan Language Institute". They were led by a linguist named Mark Gardner. They made this by analising the few sentences of Vulcan present in the Star Trek canon (which as far as we're aware were created by Mark Okrand, the same guy behind the creation of Klingon), extrapolating the vocabulary and grammar structures from those fragments, and then "filling in the gaps" until it became a functional language. There had previously been several attempts at creating a Vulcan language in the fandom, but the VLI version (called Golic Vulcan) is the most extensive, functional and well-preserved. I haven't read of anyone involved in the VLI specifically having a background in Filipino, but it's possible?

In terms of the grammar structure, everything that is offered in the VLI materials is pretty much all there is, although I think a few details have been added by the fans since then to fix some minor issues and inconsistencies in its practical use. Unfortunately I know really little about Filipino so I can't point you to specific similarities and differences 😕
