The character was created by Dave Cockrum, who offered it to both DC Comics and Marvel Comics. DC writer Cary Bates really liked the character, and wrote him into a Legion of Super-Heroes story in Superboy (vol. 1) #202. However, Marvel had already bought Manphibian, and added it to the company's line of horror characters as an analog to the Creature From the Black Lagoon.
Cockrum, who was the artist on LSH, had to do a last minute redesign of the character for the story. Manphibian became Devil-Fish, whom Cockrum hoped would eventually become a Legionnaire.
Ironically, that story in Superboy #202 was Cockrum's last. He left DC over a disagreement about getting his original artwork back, and went to work on X-Men for Marvel.
