As expected, a former Howell High School student accused of making a terrorism threat on Twitter will undergo a psychiatric exam to determine if he’s competent for trial.
Southfield defense attorney Neil Rockind also sought to reduce Scott Richard Parker’s $750,000 cash bond, which a Livingston County District Court judge converted to a personal bond, allowing for Parker’s immediate release.
“It’s pretty obvious Mr. Parker is not doing well” in jail, Judge Carol Sue Reader noted.
The judge ordered that Parker, who is charged with four counts of making a threat of terrorism for tweeting a comment about “killing kids” on Twitter, not possess or use cellphones, computers or the Internet. He also will wear electronic monitoring device, which caused Parker concern about whether it would hurt.
Rockind told the judge that he had to pinky swear with Parker that the electronic monitoring device would not hurt.
Reader also imposed standard bond conditions, including no weapons or threatening behavior. She also ordered that he not watch violent television shows and “no cops” shows.
Prosecutor William Vailliencourt declined to say if violent television programs played a part in the Twitter threat.
Following the hearing, Rockind said his client was kept in an isolated cell and he would often buzz the intercom to speak with deputies so he could have company. Parker also was not eating, until jail officials brought him Froot Loops cereal.
Police allege Parker made a statement tagged with Howell Public Schools’ @HowellMISchools Twitter handle about “killing kids.”
Authorities have not disclosed the full content of the tweet or what prompted it, but the county prosecutor said at Parker’s arraignment that the tweet involved four Howell-area schools.
The schools were not identified in open court, but the felony complaint filed by the prosecutor’s office lists administrators from Howell High School and the Howell High School Freshman Campus as well as Southwest Elementary School.
Parker’s mother, Denise Canelopoulos, has said her son has the mental capacity of a 6- or 7-year-old child. She said her son could not carry out any alleged threat because he has cerebral palsy, which has caused a deformity to his hand and feet, and he is unable to drive. He also has no access to weapons, she said.
“They got it all wrong. He’s not a terrorist,” Canelopoulos said. “He wouldn’t have followed through with it. … He had no intentions of ever hurting anyone. I don’t think he realized when he wrote whatever he did.”
