When briar is begging for bandages, Eclipse does not understand why they do not value their life. They do not grasp the danger before them, and they will soon regret every dwelling here. The only reason Eclipse allows briar to stay the night is because he suffers the smallest bit of guilt of reopening their wound when he grabbed them too roughly. Otherwise, he would have forced them out of the temple—if not outright removed the blindfold to force them to open their eyes and face him or flee. He didn't care to believe in anything they were talking about, and he certainly did not agree to help some goddess by protecting this scared and wounded human.

But then he woke up to a morning where the temple had another presence, and the air was slightly warmer, and there was a sweetness to the echoes of briar's footsteps. It made him weak with want. When briar pleaded with him to stay, he still held his resistance but it was a losing battle even then.

So, I'll admit I'm less well-versed on the direct organization part on the american front, but where I live witch hunts were directly under the clergy's control: Inquisitors and General Inquisitors above them answered to Bishops, and while the trials could be held in a civil court they were generally a clergy matter.

The organization is less about an angry mob - those were more likely to happen at executions anyways - and more like a squadron of appointed people that were stationed in territories and that answered to accusations from witnesses able to testify, witnesses that wished to remain anonymous/not testify, and their own intuition, in that order of importance. In Italy/Germany/Europe in general the charge of witchcraft fell n with heresy quite a lot too, so, sources vary on how effective it was. Usually someone would go to their priest with an accusation, the region's inquisitor would be contacted, an investigation would be made and people would either get arrested or charges would be dropped (This happened more than you'd think).
