At the height of the Kountze Police Department’s participation in a federal program that supplies local law enforcement agencies with surplus military equipment, the five-officer department sought a vehicle designed to withstand roadside bombs in Afghanistan and Iraq.
The small Southeast Texas town likely will never have a pressing need for such a vehicle, but its police department’s interest in such gear indicates the department — like many others across the nation — might see itself at war with the community it is sworn to protect, according to an expert in police militarization.
