No one and mean no one, but Dick could figure out that Jason was the Red Hood
You may ask yourselves why?
Let me explain.
The Red Hood, 190-195, either way almost 2 meters tall, broad shoulders. Towering over everyone, even Batman himself, while being just as broad, he is an unmovable force, a wall of muscle, armour and weapons.
And then he fights with Nightwing. Nightwing, the only one who, besides Batman, to ever train with Jason, the one who showed him cool tricks on his bike, how to twirl knives between his fingers, how to do a backflip, how to leap off a building, while striking poses.
Dick Grayson taught Jason Todd all those things and many more as brotherly bonding, it was his way of showing love for his little brother, the first one he ever had, after he had to leave the other kids at the circus.
And then the Red Hood materialises behind them, twirling a knife between his fingers, looking unbothered, almost like he didn't even notice he was doing it.
The next instance was, when they were chasing him over the roofs of buildings and he jumped off. Simply letting himself fall forward, twisting midair and doing a salute to Nightwing and Red Robin following him.
And then there was the time Nightwing knew the new crime lord in Gotham was his, apparently not as dead anymore, little brother. It was while they were chasing Hood again, this time, flying around the street corners of Gotham on their motorcycles and Red Hood does the thing, the one thing young heroes always beg Nightwing to teach them. The motherfucking Akira slide, which he spent, hours, days, weeks, months teaching himself and then teaching it to Jason. The empty parking lot they used all those years ago, still has the smashed plastic bin in it, in which Dick slid into with the bike.
Nightwing just managed to stand there, mouth hanging open: "Jason?"
Because even after his resurrection, Jason was only about 1.75 and still a bit gangly. He was no where near the force that was Red Hood. Jason Todd could just be picked up by about any of his brother's (-Damien, he was too short) and simply put back down a meter to the left, because he stood in the way. Jason Todd, was no unmovable force like the Red Hood.
And that proved to be true, when after the confession, he took off his leather jacket and it revealed to have shoulder pads sown into it. Or when he took off his combat boots and shrunk 15cm, because of the platforms on them. Which as it turns out needed a lot of practice to fight in, since not even Steph could walk in them.
This is why I believe no one but Dick Grayson could have known who Red Hood was.
