This is one of the most “sounds like 70s prog rock or jazz fusion” bemani rhythm game tracks for sure, one of my favorites! Hiroyuki Namba is the keyboard player for the Japanese prog band called “Sense of Wonder”, who he performed this with: http://www.senseofwonder.org/
Basing the timesigs here all off the in-game barlines, which is mostly the same as how I feel it though I personally have a hard time feeling the 9/8 section as ‘9/8′ like that. Feels more ‘9/4′ or ‘18/8′ to me that i’d maybe break down as 6/4+3/4 or 12/8+6/8 or something, just have a hard time personally feeling a downbeat after 9 8th note beats like that for some reason, but that’s how it’s written!
