Tibbets Prison was a location planned for the cancelled game known as "Van Buren." Tibbets is where the player would have started in this version of Fallout 3. Over the course of the game the player would return here, slowly unlocking more sections of the prison.

Fallout: A Post Nuclear Role Playing Game, also referred to as simply “Fallout”, was developed by Interplay and self-published on September 30, 1997. Contrary to the popular belief, “Fallout” IS the first game in the series.Â
The game was initially intended to use Steve Jackson Games' GURPS system, but Interplay made the decision to drop it and created its own system, SPECIAL. In a world of Diablo, Warcraft, elves and orcs video games, “Fallout” was a breath of fresh air. Mature, ruthless, unforgiven! Remember when you first played it and those damn rats owned you? Good times...Â
