I mean well, I know the implication here is that Booster Gold is incompetent and so discredited easily (because the comic said so), but Max Lord has in fact done something to him. He’s literally altered his best friend’s death and is forcing Booster to dig through one of the most painful parts of his life again, living in that grief and then having to hear out loud the false narrative from friends “Ted Kord killed himself” that’s insane evil work. Not only that but everyone doesn’t even believe the guy who killed his best friend exists. Crazy. So I don’t think it’s ’incompetence’ really so much as grief does weird things to people and everyone understands how the loss of Ted impacted him.
