I believe that Inbi is in reality Rocks D. Xebec. I think after fighting Garp and Roger he switched appearances with one of his men. Like Kuro he had an underling die in his place. while he got arrested. And later was subjected to the ancient gigantification experiments. Fatefully he was bought by Kaido years later and became member of his crew. The Beasts Pirates are playing card themed and in the French deck the one card replaces the Ace, which makes me think there is more to the character.

Higurashi seems like she has a connection to the Rocks Pirates. She changed into a young Shiki and possibly Bakkin. Seemingly she was the one who connected Orochi to Kaido. I think she awakened which gave her the ability to change the appearance of others and was the one who changed Rocks appearance.
