Meaning, if the story doesn't fit what happened in the Balanced Worlds, as a Ter Campi he believes he has to mold it to how it's "meant" to be, or keep it as similar as possible.

Which is why he doesn't think Zant and Ghirahim should try to get Ganondorf a partner, because in the Balanced Worlds, Ocassu's spirit (Demise's spirit) is cursed to not find Love until a much later time, after he has been sealed away for a very long time.

So, while he won't specifically try to stop changes, he will show off his more manipulative and honestly kinda douchey side by discouraging it and planting seeds of doubt or confusion or whatever he needs to further the Story he has been taught to spread.

Which is his job as a Ter Campi. To spread the Story of Balanced Worlds.....

Right?

Shadow’s scream was all that could be heard, followed by the thud of him and Four’s body hitting the ground. Panicked sobs were ripping out of Shadow’s mouth as he frantically tried to hold Four up.

“No...no no no, split. Split back up. You can’t do this to me. Don’t, please....” He pressed his hands against Four’s blackened face, the angry, putrid black marks having covered all but one eye and his left hand by now. Shiny blue tears poured down Shadow’s face, his nails getting caught in the old cloak that bore the flowers he’d grown to know so well.

Four smiled at him, his teeth having gone black as well.

“I can’t let Vio die alone, Shadow. If one dies, we all die.”

“No, no please don’t. I lost Lily. I lost Vaati. I lost Penta. I can’t fucking lose you too. Link, please. Don’t leave me all alone.” Shadow felt like he couldn’t breathe. The sobs wracked his chest so violently, but he couldn’t cough or do anything to take a breath.

Four presses the hand that held the crest of Triforce against Shadow’s chest, the golden light growing dimmer as the black marks began to overtake it. He shushes him softly, closing his eyes to the feeling of Shadow’s heartbeat against his hand. When he opened them again, Shadow was moving his mouth, but could not hear the words.

Shadow grit his teeth, tears still streaming down his face. He held Four closer to him, leaning down to press his nose against his. The clear eye slowly turned black like the other, the quad-colored iris reverting to its natural blue as it went. Shadow brushed a strand of blackened hair back, and pressed his lips against Four’s, the shining tears now wetting Four’s face. The words couldn’t do justice to what Shadow felt.

I love you.

White now draped over black, the grey hand that held Four’s face taking on a dark tan. Lavender-toned eyes became a wheel of colors.

Blue. Red. Violet. Green.

Silver.

Four gave one last smile, before closing his eyes and settling his head against Shadow’s shoulder. He finally went limp, his head dipping back slightly.
