LRB in shorter terms all lore speculation aside, I do think now it makes perfect sense from developers' standpoint and I should probably stop joking about Bandai themselves being to blame lol.
What happened is, as follows: 1) Fromsoft created Raging Wolf set for default character and used that in promo materials 2) they've remembered that "wait, we are a fucking RPG game, most players will neglect this set memes on Reddit aside and just wear whatever the character THEY've created will wear 🤔" 3) they do the last minute rewrite by trying to make this set 'stand' by attributing it to the existing character with his own lore and name 4) but then they had a brilliant idea to put this character in optional questline and not mandatory one (tho this is probably because it was last minute decision) 5) they then decided to not spoil the mood they've formed with the promo materials when they got to SOTE
Generally, in the end it is what it is and Vargram exists now and it is his set now tbh. Actual game takes priority over promo materials because from player's standpoint, game itself is their main experience
