So, it comes out now that this was a deliberate and targeted hit on these two people. Shooter waited for them, specifically, and didn't shoot their two companions.
"FREE Free Palestine" was shouted by the person apprehended, likely to allow the shooter to escape. Palestinians don't usually phrase what they say in that manner, but someone reciting a line designed to cast aspersions on Palestinians would.
I'm going with 3+ agents: 1 to identify the target couple, 1 to pull the trigger, 1 or more decoys to allow the others to escape. A decoy may or may not be dressed identically but may get off as his gun and bullets won't match and he didn't actually do the shooting, likely with security camera footage and something else showing that. I don't know if DC Police are as good at fabricating evidence as NYPD, but it's unlikely this individual will be prosecuted.
This is unlikely to be an actual Palestinian terror attack. More likely to be either an Israeli internal assassination or a CIA/Trumpism action against a specific target for reasons similar to the Jamal Khashoggi hit Trump45.
