Assault operations in the Caproni Islands were handled primarily by the Fokker elements of the Rhona Pact, but nervous that they are ceding too much ground to their increasingly temporary ally, the Gotha military had employed expertise to design a new swimming tank, which then spiral out of control as more features were added, which meant more displacement, and this continued until the result is the underarmoured, oversized, and awkward Schwimmtraktor. The theory now was that it didn't have to be a good tank as island garrisons won't have any of their own, probably.
