Yep, absolutely. F knows that there's nothing Fal could do to save him, but being completely rejected for something so entirely out of his control hurts. He never wanted to become an easy lay, never wanted his greatest purpose to involve being passed around between cruel handlers like a toy, but Fal acts like it's his fault. Like he's an embarrassment for having "let" it happen at all. Emotional support would have been better. Anything more than leaving him to suffer just so Fal wouldn't risk getting caught up in his mess too. F understands why Fal was reluctant to do that. It's fair, really.
