Why would the VFD have a spyglass to start fires with if there main objective is to stop them.

Call me dumb but I don’t get it (on second thoughts please don’t call me dumb)

Is it cuz there are no good or bad people. Do you actually have to play with fire. Is it some big metaphor about how nobody is good or bad. Or is VFD like some sort of experiement and they give them these spy glasses to see how long it’ll take for them to start fires seen as they have the device (ooo I like that point, one day I might expand)
