I tend to trash the 90s anime for multiple reasons, but the one thing that they did absolutely right was ELSA GRAY, an either non-Japanese, or half-Japanese black girl who has clearly grown up in Japan, as her language skills are native fluency. 

from the single earing symbolism that has been used on Haruka as well, we can safely say that Elsa is queer. She’s also funny and popular, and charming, and possibly Michiru’s lesbian awakening. 

Elsa is the best original character the 90s created and nobody can take that away from me

That she’s half-black, half-Japanese. More specifically that her mother is an African-American who came to Japan to do translation work and her father is Japanese.
