You guys, it’s CANON that the forced fusions in the kindergarten were part of Rose Quartz’s army. In Keeping It Together, the first time Garnet sees the huge hand-shaped forced cluster, she says “These Crystal Gems, shattered into pieces, then buried together. They were forced together. They were forced to fuse.”
If they were homeworld gems, then Garnet wouldn’t have specified that the forced fusion was a collection of Crystal Gems. And, if that’s canon, then we can only assume that homeworld took a whole bunch of shards from Rose’s army and “fused” them to make the Cluster too.
