So obviously, it was a bad idea all around. I mean, come on. The man wanted to literally turn reploids into mindless slaves. Not a good guy. And obviously, X recognized that.

But I think we miss a few crucial details.

X is sick to death of war and bloodshed.

Man has fought in 8 confirmed wars when he never wanted to. Then he had to fight four more years in THE bloodiest war in the entire history of the planet. He's DONE. Apathy is already slowly starting to grip upon him. And you can't really blame him, either. He's old as dirt, and has to keep moving.

Only now-

He's lost his entire support system.

The Hunters are gone. We know that much. Signas, Douglas, Alia, Layer, Pallette, everyone he knew, gone. Canon doesn't say how, just that it happened. (Personally, I like to think Weil pulled a mutual destruction sort of deal. Rigged nukes to go off if he decided he wasn't winning. Nobody wins if everyone dies, after all.) It's also implied that Axl died in the Elf Wars. Either to kick it off or during, doesn't matter. He's gone.

And I'm like 80% certain Zero disappeared again before Weil's sentencing.

Meaning-

X is more afraid now of going Maverick and not being stopped.

That was his WHOLE ENTIRE SHPEAL DURING MMX4. He made Zero PROMISE to stop him if he went Maverick.

But oh look at that.

Zero isn't here.

And to him at this point, executing humans is a slippery slope into Mav territory.

X KNOWS Weil is bad. That he won't "learn a lesson" or whatever.

But he's terrified of opening a door he and nobody else can close.

And again, he's old as dirt. And probably sees that in of itself a curse. So obviously, why NOT wish the worst fate upon your enemy at that point?

Was it the correct decision?

Absolutely not.
