We meet him as he kills Okuyasu’s brother in order to steal the Bow and Arrow. He is mentioned a couple times over the next few episodes. The next real move he makes is to attempt to prevent Joseph Joestar from coming into town, as Joseph is the only one who can find the user behind the stand. Clearly keeping his identity secret and his stand user safe is his motive.

Until the stand user shows himself and introduces himself. He must have some reason to do so, then! Some secret ability that he can only do with his stand at close range! Maybe his true motive will be revealed, the reason he’s gone so far to keep his identity a secret!

He plays some sick guitar licks, says his goal is to be a famous rocker, attacks the main characters using his stand the exact same way he’s always been using it, and promptly loses. Tries to attack again five minutes later and gets his lights punched out.
