First off, the origin of the word "tulpamancy" is a Tibetan term that people from the West found and went absolutely wild with (as they do). It was twisted into a Western idea of the intentional, spiritual act of creating entities in one's head through intention and meditation.
Willogenic, on the other hand, is the act of creating a headmate through intentional means, sometimes a fictional character, other times an original creation.
The main difference is the words used, not the actual definition. Tulpamancy is originally a closed cultural practice that was whitewashed, willogenic is not.
