David is a Piltover citizen and Max is a Zaunite.

David works for a program to give opportunities to young and bright children. You could even think of it as a camp for all talents to flourish. The program has recently agreed to extend their hands to Zaun (due to Campbell wanting good publicity to keep the cops out of his shady investment in shimmer).

David is a counselor at Campbell Academy. (cant think of a better name lol. .) When David receives the news, he immediately goes to spread news to Zaun. Hanging posters, loud declarations and it goes as well as you expect. No one trusts this. How would they trust their children in the hands of those who scorn them for existing? He's lucky enough only to get a mean side eye or a harsh shoulder bump. No one wants to risk real responsibility for the injury to some Piltover camp fool. It isn't until maybe weeks later of persistence he sees a spark of interest in a small boy looking at one of the posters he hanged.

David might’ve been too excited because he runs up to the small boy almost immediately. Kid’s reaction? Obviously he wasn’t gonna stay to see what a large stranger heading straight for him wanted. In hindsight it wasn’t the smartest idea.

He sees the same boy a few days later. This time he takes it slow. He gives a simple hello and apologies for last time. He gives the small boy his name and the small boy only glares at him. He turns and walks away.

Max thinks David must’ve been the weirdest guy he’s ever seen. He’s so clean and shiny and smiles too much. He’s never seen someone smile that much without wanting something out of him. Even without parents, he knew talking to strangers wasn’t a good thing. 

David was consistent, he’d give him that. The fucker didn’t know when to quit or he just couldn’t take a hint he wasn’t wanted. Max watched him on rooftops, abandoned alleyways, stable crates. It was good entertainment whenever he wanted to see David almost get his ass handed to him.

“No one’s gonna take that stupid offer.” 

“Kiddo!” 

Max grunted at the name. 

David just hummed. “It doesn't hurt to try.”

Everything hurt. It just came with living. Everyone knew that. David was an idiot for not knowing that.

“You’re an idiot.” David just laughed.

It became a routine after that. Following the man indiscreetly and David never shooed him away. Not like other people when he digged around for garbage others didn’t want.

The first time David offered him a snack, Max was suspicious to say at least. “What the fuck is this.” He looked at the cookie neatly wrapped in plastic. 

“It’s a cookie!” “I know what a fucking cookie. Why are you giving me this?” “Because kids like cookies. Do you not like cookies, kiddo?”

“. . . You can’t take it back.” Already tucking it in his bag.

“I wasn’t planning to.” David smiled.

“Good.” [Events of S2 and father/son bonding despite the horrors]

David's arms found him after they were released from the cosmic jesus ascending them. It was comfortable. Too comfortable. Max didn’t know how to feel about that. Nothing was comfortable down here. But David was warm. Too warm to be true. 

“Hey. Campman”

“David.” David tried correcting.

“Campman. This camp of yours. . .” Was it safe? Was it warm like David? Would it give him a real chance despite being the gum under someone’s shoe? “Do you promise?”

“I promise.” David looks knowingly at him. Max hates it. “. . .” He looks at David’s stretched out hand. “Max.” “I promise, Max.” Max takes it.

Max's parents abandons him when he was younger and he's been living off on his own determination and occasional strangers' kindness.

He does not go with David until like months of watching him and a lot of snacks. Not right after the cookie because that's silly. Don't follow even acquaintances you don't know well because they gave you a cookie.

This is happening during the events of Arcane throughout their interactions. I think he'd go with David to their camp after the big ending battle of S2 because David was taking care of him throughout the entire ordeal making Max realize he actually does care about him. They do not participate in the actual events but the consequences of it. Why don't they escape on the blip? I genuinely don't think a city like that could have evacuated EVERYONE. Some could've never made it.
