i say it’s courageous because cullen is discussing this with hawke (and the captain of the guard???) in the Gallows courtyard???? proximate to at least three other templars, and in front of any narc who might go running to Meredith to bray about treason in the ranks???

and it’s not like every templar is turning on meredith. cullen has to know she still has plenty of lackeys and lickspittles and mage-haters. and picture if someone like Alrik told meredith “your knight captain is openly questioning your orders in front of the champion of kirkwall”

…act three sees meredith hanging traitorous templars from the walls of the gallows and leaving their bodies on display. and you have to remember, cullen is the knight-captain she personally imported from ferelden and raised up to be her successor - and he’s siding with hawke on matters of mage freedom? i think meredith would go ballistic. and would be appointing a new knight-captain within the day. clearly, she did not find out about this conversation.
