It’s called the Cobra Effect. The Cobra Effect is a term in economics. It refers to a situation when an attempted solution to a problem makes the problem worse. This name was coined based on an incident in old colonial India.

A dog is a business unit that has a small market share in a mature industry. A dog neither generates a strong cash flow nor requires a hefty investment.

The Dogs of the Dow is a well-known strategy first published in 1991. The strategy attempts to maximize the yield of investments by buying the highest-paying dividend stocks available from the DJIA each year. The strategy's track record shows that it beat the index during the 10-year stretch that followed the financial crisis.

As a result the economies due to COVID countries are in a dog and snake economic phase.

The cobra effect occurs when an attempt to solve a problem makes the problem worse as an unintended consequence. When solving a communication problem, this can easily happen when you try to simplify complex information. The information that was initially difficult to understand is now utterly incomprehensible. This means that you need to start over or even kill your infographic.

There's a concept in economics -- one which politicians routinely try to ignore -- called "perverse incentives." That's an incentive which has either an undesirable or unintended outcome.

So a gun buy-back is supposed to take perfectly fine firearms and turn them into scrap, resulting in fewer guns on the street. But this affair was so poorly run -- and according to the author of the piece, most of these things are -- that it resulted in an incentive so perverse that Polk Street hookers won't even do it for an extra hundred. Instead of taking guns of the street and turning them into junk, the know-nothings who put together this buy-back instead incentivized at least one person into taking scrap and, via their program, turning it into an extra gun on the street.

Incentive schemes are all very well, offering money in return for a change in behaviour, an increase in productivity, or solving a problem, but they need to be properly thought through or they can backfire spectacularly.
