During the peak of Covid, some choreography and blocking was changed for the UK Tour. Because the production was touring they were at higher risk of contracting Covid, and emergency covers were much harder for tour than West End. So some changes were made to limit transmission of Covid in the event an actor or production member caught it, including those blocking/choreo changes with the idea that actors could "social distance" onstage (very debatable in how much distance they actually got when belting their faces off onstage, but I digress).

That's what I think is most likely. Paul Aspinall (UK Cleves maker) was seemingly still working on Hampton Court in the last few days. My guess is he'll finish up Lexi McIntosh's and then move on to a new costume for Jessica Niles (potentially with other work in-between there if he was already contracted for something else). Obviously I have no confirmation of that and Six has made decisions like this before, but given that Grace Melville has the update, we already know that Jessica Niles is getting tall boots, and "the Cleves costume maker was just already working on something else" explanation I feel like it's likely enough.

Looks like Lexi McIntosh will in fact be getting the updated Cleves costume from Broadway!
