Ezuri’s first ability looks at the creature’s power as it first exists on the battlefield. This includes any counters that it enters the battlefield with, so a Walking Ballista that enters the battlefield with more than two +1/+1 counters on it won’t trigger Ezuri’s ability.

Ezuri’s first ability will still trigger for creatures that get counters after they enter the battlefield, so it will still trigger for cards like Bane of Progress or Reverent Hunter.
