since there are different timezones on earth and a guardian angel spends all their time with their human while said human is awake, guardian angels very rarely have large meetings. this is contrary to every other breed of angel, which all congregate often.  this gives them very little free time and subsequently makes them far harder to brainwash.  god and the dominions rely on various forms of angel media (books, newspapers, maybe television) all created for the purpose of keeping the guardian angels where they are.  thing is, since they spend so much of their time with humans, guardian angels are far more likely to fail to repent and thus fall.  the propaganda does its job, but since these angels get such small doses of it compared to the rest of heaven (who all spend most of their time surrounded by 1984-style “God Is Watching You” posters and the like), they aren’t affected by it nearly as much
