I had always assumed Chizeta was the little part in the middle, but I had always also assumed that the other two parts were inhabitable. It seems that may not be the case. If it is, why didn’t they go after those territories first, I wonder?

My headcanon is that the country (or countries) that rule the two pieces of the planet that are surrounding the sphere Chizeta rules are too strong for Chizeta's army to face, so they went after Cephiro once they heard of its now Pillar-less state.
I mean, yeah if they are inhabited that has to be the reason Chizeta is after li’l ol’ Cephiro. If that weren’t the case I see no reason they wouldn’t have already inhabited them by now. Headcanon accepted.
We already know that Chizeta’s problem is overpopulation, but after seeing Umi’s sadness and vulnerability, Tatra and Tarta decided to go ahead and reveal their reasons for invading Cephiro to Umi.
