No, that's not some ninja cowboy (although would make a great mash-up)!
That's the great Ryūtarō Ōtomo as Kaiketsu Kurozukin, aka the Black Hood, in one of eight films he made portraying the character starting in 1955.
Kaiketsu Kurozukin was sort of a cross between the Lone Ranger and Zorro, who defended the weak and punished the wicked in 1860s-era Edo, when the Shogunate was beginning to crumble. He wasn't really a ninja (although he employed many of their tricks), but ever since the character had first appeared on film in the silent era, he had been customer in a ninja outfit, complete with a katana and a pair of historically inaccurate six-shooters.
Ōtomo-san was not the only actor to portray Kaiketsu Kurozukin, but he was certainly one of the most popular. The character himself is dusted off and revisited in movies and/or television every 5 to 10 years, so many actors have had the opportunity to portray him.
