The first - and only - appearance of Captain V (Alan Dale, later Hale), even though the opening narration of the story would have you believe he had been published regularly for quite awhile.
After this one-shot Fox Features changed his name to The Puppeteer, although he kept his patriotic costume and super-powers (which did not, by the way, involve puppets). His regular occupation as a civilian was a puppet shop owner, but it still seems a strange name for a superhero. The folks at Fox probably thought he was too similar to their other hero, V-Man (he was), and that necessitated the change.
There is no origin given for the good captain, but it is shown that he gains his super-powers by playing the first few notes of Beethoven's Fifth Symphony (which sound like the Morse Code signals for the letter "V").
After All Top Comics Captain V, I mean the Puppeteer, bounced around a bunch of other Fox comics for a grand total of ten appearances before disappearing for good.
