Throwing my Broadcast Journalism degree into the ring to say that it's the lenses/camera settings they're using to get them both in frame that sometimes makes Dan and/or Phil look a bit waif like sometimes. You often find that when you're really tall it can throw the perception off a lot.
Aside from that, I agree with everything else you've said about commenting on anyones weight. It's not needed or warranted. :)
