Hey! Hey! The Vandagyre already existed. There are many species of Neopian fauna that have not yet been formally described as far as TNT's records are concerned. Much like Bori, they were simply obscured from humanity's collective observations.Â
That said, the Vandagyre most probably marks the last species with the intelligence to apply for Neopian citizenship. The rest are likely to be classified as petpets whenever their time comes.
