Keigo is a Heteromorph and was born with wings, red feathers in his hair, downy feathers on the back of his neck, feathers covering his torso, around his wrists and ankles, scaled Bird hands and feet tipped with deadly sharp talons, deadly sharp fangs, four short tail feathers that end at his knees, and Tomia covering his tongue, the inside of his cheeks, and going down his throat. (The Commission took the extra features away. The League gave them back.)
The Commission has done something to make Keigo emotionless.
The League goes into the Bird's mind to find out what and heal it like they healed Keigo's Quirk.
They find his emotions in jars on a high shelf. All of the emotions are frozen.
Joy, Sadness, Anger, Fear, Disgust, Anxiety, Envy, Ennui (Boredom), Embarrassment, Nostalgia, and Madness. The emotions have Keigo's Bird features but the features are coded to each emotion's look and personality.
Meanwhile, in the outside world, the League and the unconscious Keigo are transported to another world.

The Justice League and Justice League Dark are in a meeting when they all get a vision of another world.
After the vision, the other world's Villains (Counterparts to DC's own Villains, the Heroes realize with dread. Touya is Joker's counterpart, Himiko is Harley Quinn's younger counterpart, though NOT in a romantic relationship with Touya. To name two.) and the other world's version of Batman, though the alternate Batman is Hawk themed.
The Heroes are trying to figure out how to deal with a whole group of Metas, most of them being dangerous Villains, however noble their goal of healing alternate Batman is.
J'onn sends himself and the other Heroes into the Hawk version of Batman's mind to help the League of Villains heal him and to also keep an eye on the Villains.
