I feel that one of the biggest reasons why Superman’s villains have a hard time compared to Batman is because a half of them have intersecting gimmicks that are redundant to audiences
Take Manchester black and Blanque for example…both are evil telepath/telekinetics
One of them desperately needs a new gimmick…personality alone cannot and will not solve this
Or cyborg superman, brainiac, and Metallo…holy shit that is a pile of redundancy
Some Superman villains like cyborg superman need to jump in a hole and never be seen again to allow his rogues gallery to feel well-rounded
While others need to be rewritten from the bottom up
Yes and no. There are far too many "evil Supermen" Rogues, but having Rogues that overlap in powerset isn't necessarily a dealbreaker. Spider-Man has a lot of Rogues which overlap in terms of powers, the symbiotes, the Goblins, etc, but because even those that overlap typically have different goals, personalities, and backgrounds it works out. Manchester Black and Blanque can coexist because Manchester is an edgy anti-villain who thinks he's the protagonist in a Garth Ennis comic, while Blanque is an utter sociopath who is evil to the core. Black wants to kill supervillains and anyone else he views as a "bad guy", while Blanque wants to murder people to make art from their corpses. They're different enough in terms of designs and goals that they both bring something unique when going up against Superman. Meanwhile there's no real difference between Zod or the Eradicator, or between Metallo and Cyborg Superman. Zod and Eradicator both want to build a New Krypton on Earth and view Kal as a race traitor. Metallo and Henshaw both became cyborgs because of events that Superman is indirectly partially responsible for, and both blame Superman for their transformations/status and want him dead. They're just not different enough to keep both around and I prefer Zod/Metallo over Eradicator/Henshaw.
