Here’s the secret to being a Backyard Resident: you don’t have to have been born there to eventually understand how things work!

Bedman was born a bonafide HUMAN, but because his Dream World is a means of connecting with the Backyard and understanding how the world works in such a place, he eventually adapted to it and gained inhuman abilities!

This is why Asuka was so strong compared to Sol the last few times Sol clashed with him as the Gearmaker.  "That Man" was exploring the Backyard this whole time!

This is also why Sol has gotten stronger recently, because he’s begun to adapt and Tune himself to the Backyard’s Soul-Crushing Information Density.

Lastly, consider the “Original Sage” who discovered the Backyard in the first place.  He’s been there the longest of all Humans and was responsible for the  Merciless Apocalypse called the Universal Will.

“That Man” tested Sol to determine if he was “attuned” to the Backyard, so yes, he has some grasp of how Tuning works.  He still needed to give Sol an enchantment though.

Tuning does have a lot to do with whether or not someone can exist within the Backyard (even if only for a short interval), but there seems to be other factors involved, such as the isolated space used for Axl Low to speak with “That Man” and deliver the message he had from the “Original”.
