why was there an emphasis on perry and stacy keeping it a secret from monogram in happy birthday isabella, especially if there is already this “donnie-do-good” program in place? is it just cuz she’s too close to the flynn-fletchers that perry gave her the pamphlet?

do you think monogram remembers stacy from that bugs-me-inator incident? he at least had a reminder of her on halloween of that year (drusselsteinoween)
