'DAP has the most responsive assemblymen in Perak and Selangor'
KUALA LUMPUR, April 14, 2015:
DAP has come out on top in an āElected representative responsiveness projectā study conducted by Ā independent NGO, Kuasa.
Kuasa chief executive Praba Ganesan said this was based on a test using āmystery guestsā in the form of anonymous constituents to gauge the feedback on their queries.
āIn short three out of four Selangor assemblymen responded to at least one of our attempts while in Perak two out of three did.
āThis is a good number and it goes to show that if monitored, their responsiveness increases,ā he told a press conference.
A total 76% of assemblymen in Selangor and 69% in Perak responded to queries.
The worst responsive elected assemblymen were Ā Sungai Air Tawar assemblyman Kamarol Zaki Abdul Malik, (Umno) Sungai Burong assemblyman Datuk Shamsudin Lias and former Selangor opposition leader and (Umno) Permatang Assemblyman Sulaiman Abdul Razak.
These three did not respond to any electronic contact in the three rounds carried out (March 2014, September 2014 and March 2015).
On the other hand, Kuasa dedicated a special mention to Kinrara Assemblyman Ng Sze Han, for a hattrick of perfect scores for all three rounds since last year.
In Perak, the worst responsive elected assemblymen were (Umno) Selama assemblymen Mohamad Daud Yusoff, (Umno) Kubu Gajah assemblymen Ahmad Hasbullah Alias, (PKR) Kuala Kurau assemblymen Abdul Yunus Jamahri and (PKR) Hutan Melintang assemblymen Kesavan Subramaniam.
For Perak, the special mention went to (PKR) Teja assemblyman Chang Lih Kang who was in police lock-up and still managed to reply on all fronts, and followed up on the complaints diligently.
Praba said in summary, performances wereĀ up across the board.
āThe constant one in both states has been the performance of DAP, who substantially outpaced all other parties inĀ both states.
āIn many instances, DAP reps replied to requests for help within hours, and in some cases within minutes.ā
He said Kuasa would like to encourage both the Selangor and Perak government to provide resources to their assemblymen to serve their constituents better.
āKuasa would propose a RM30,000 annual budget per constituency (to hire a communication person for RM2,500 per month) to monitor the social media of representatives.
He also said dormant Twitter accounts wereĀ a major concern.
āMany assemblymen have opened accounts several years ago to appear hip but have never logged on since.
There are those with only 2-5 tweets in total after owning accounts for more than three years.
The Perak Menteri Besar Datuk Seri Dr Zambry Kadir (@ZambryAbdKadir) has a well followed Twitter account (+38000 followers) but has not tweeted for more than a year (393 days).
The mediums used to send out these queries were email, Facebook and Twitter.
The next on the agenda for Kuasa isĀ a study on the promises made during the General Election and their implementation.

Guan Eng tells Pakatan leaders to be careful
GEORGE TOWN, Feb 11, 2015:
All Pakatan Rakyat leaders have to be prepared to face further action from the authorities as even a Penang DAP state assemblyman is now being investigated by police, warns Chief Minister Lim Guan Eng.
Lim was referring to Padang Lalang state assemblymen Chong Eng who will be called up by police for questioning at 6.30pm today for allegedly criticising the Selangor Islamic authorities for preaching to women to cover their aurat (modesty) to prevent rape.
Defending her statement, Chong Eng, who is also Penang Youth and Sports, Women, Family and Community Development Committee chairman, told a press conference that it was a myth that rape depended on what a person wears.
Citing the case of Nur Suzaily Muktar who was raped in 2000 despite wearing attire covering most of her body including headscarf or tudung, she said she never cited anything about religion.
āData shows 50% of rape victims are children below 16 years of age.
āThe root cause of rape is unequal power of relationship, not how a person is dressed thatās what I argue.
āI have never mentioned anything on religion as I respect the choice by women.
āThat is their right,ā she added.
Lim interjected by saying that Chong Eng was not opposed to tutup auratĀ (dress modestly) but she did not agree that if one does not tutup auratĀ one is susceptible to rape.
āSheās not opposed to tutup aurat. That is a religious right,ā said Lim
An online news portal had on Monday quoted Chong as saying the Selangor Islamic Department (Jais) gave āmisleading information on rape, smacks of victim-blaming and shows male bias in religious leadershipā.
Chong also reportedly described the sermon as āmisinformed, irresponsible, disrespectful and smacks of male biasā.
She was quoted as saying that the ātutup auratā message in the sermon āshifts the blame and responsibility of preventing sexual crimes onto the victims instead of the perpetratorsā.
Inspector-General of Police Tan Sri Khalid Abu Bakar tweeted on Monday night that the matter would be investigated under Section 298 of the Penal Code for uttering words with intent to wound the religious feelings of any person.

Sedition Act decision gets mixed reaction from Selangor state assemblymen
SHAH ALAM, Nov 27, 2014:
The decision by Prime Minister Datuk Seri Najib Razak to retain the Sedition Act 1948 has received mixed reactions from Selangor state assemblymen from both sides of the political divide.
Former Selangor PAS commissioner, Dr Abdul Rani Osman (Meru) said he does not mind the controversial Act being retained, as long as it is not used to silence the Opposition.
āThe law must beĀ applied equally to all Malaysians, regardless of political affiliation.Ā I do not have a problem with the Act but he (Najib) must be fair when he talks about improving or retaining the Act.
āThe problem is history has shown that whenever the law is used on them (BN people), they get away with it, but when we (Pakatan linked people) utter something minor, we get the full brunt of the law,ā he told reporters at the sidelines of the Selangor state assembly sittings here, today.
Abdul Rani said how a law is enforced, mattered more than what laws were being implemented.
āWhen we are charged under the Sedition Act, we need to run in and out of courts and police stations. Even when students protest, it is deemed seditious, but if it is a BN supporter, they get away with it.
āTo me ā I donāt know, triple standards, double standards perhaps?ā he asked.
Abdul Rani rubbished Najibās reasoning that the decision made was made to defend the sanctity of Islam.
āIn the end, history never lies. If we pick up the papers and read about the Sedition Act, we can find that it has been widely applied on non-BN people, when its original intent is to protect the peopleās interest,ā he said.
Selangor Menteri Besar Mohamed Azmin Ali (PKR-Bukit Antarabangsa) condemned the move, saying NajibĀ had backtracked on his promise made prior to the 13th General Election.
āThe people can now see for themselves that the promise was only meant to gain support during elections and Najib does not have the courage or the determination to implement transformation in the country,ā he said.
Azmin echoed Abdul Raniās condemnation against Najib using Islam as an excuse to retain the Act.
āOne does not defend Islam with an oppressive and immoral piece of legislation.
āThis is because Islam is a holy and pure religion that champions the freedom and rights of individuals,ā he added.
Meanwhile, Dengkil assemblyman Shahrum Sharif (BN-Dengkil) in supporting the move, denied that the Prime Minister had reverted on his promise to repeal the Sedition Act, claiming that in strengthening the present law, it will protect all Malaysians ā Muslims and non-Muslims alike.
āI agree 100% that the law should be conserved as it is being improved with two elements, firstly to protect Islam without sidelining other religions.
āAnd it would also rid Sabah and Sarawak of individuals calling for secession from Malaysia,ā he said.

PAS central committee to decide fate of two assemblymen
KUALA LUMPUR, Sept 29, 2014:
The fate of two PAS Selangor assemblymen, Saari Sungib and Hasnul Baharuddin will be decided by PAS central committee.
According to PAS secretary-general Datuk Mustafa Ali, both of them were called in this afternoon to provide an explanation regarding the statutory declaration signed by them in support of PKR president Datuk Seri Wan Azizah Wan Ismail for the Menteri Besar post.
The Islamist party had initially backed immediate past MB Tan Sri Abdul Khalid Ibrahim to retain the post up until the latterās sacking.
āI will take what we have discussed to the central committee to decide on the next step,ā he said at the partyās headquarters today.
The meeting lasted about 50 minutes for each of them, and it was conducted separately.
āI canāt comment on whether I was satisfied with what was discussed in the meeting, but we will leave it to the central committee,ā he said, stressing that the meeting was an official one with the secretary-generalās office and not with the disciplinary committee.
He also said that another meeting will be conducted soonĀ to discuss further on the matter.
In another development, Mustafa refused to provide any comment regarding the Deputy Speaker post for the Selangor state assembly which was said to be given to PAS.
It was formerly occupied by PKRās Nik Nazmi Nik Ahmad, who resigned from the post following his appointment as a State Exco member.
