For Auberon's universe, would a magical being be placed under that universal law if they don't count as a monster? 🤔

It would depend really. Witches exist as normal people in this universe but it is rare and hard to prove that they indeed have magic or if they are just lying to you. More than likely tho, anything brought into this universe that looks human would be a normal size and would classify you as human or witch if magic is involved.
I must explain that in this universe, bitties were scientifically made, so scientists chose things that didn't look human. Because then sentience would be questioned and then bitty rights would be questioned faster than anything else. So they avoided human looking bitties. But they did base heavily on the Undertale fandom due to how vast the variety is in what they could make.
I should also mention that creatures that can change their size/form with magic such as dragons or shapeshifters can bend the rules of this universe pretty easily with their magic since their magic usually encases them like a protective bubble.
