#WisdomWednesday When we starter #BLM757 in 2016, it was because we were tired of seeing the same thing expecting different results. Our goal was to create a blueprint for REAL world change. In our 5+ years of activism, we have been able to directly impact our local area, as well as the East Coast. We wrote the petition to have #Juneteenth recognized as a statewide holiday here in Virginia, we wrote the petition and applied the pressure to #FreeMatthewRushin, we heavily influenced the fall of EVERY SINGLE Confederate monument in the state of Virginia, we put boots on the ground for #AshantiBillie eventually leading to the #AshantiAlert being signed into national law. Reposted from @findourmissingpoc - #ashantibillie #ashantibillieact WASHINGTON (WAVY) -- The final hours of 2018 brought welcome news for the family of a 19-year-old woman who met a tragic fate after being abducted from Joint Expeditionary Base Little Creek back in 2017: the federal bill designed to help avoid further tragedies like the one that befell the late Ashanti Billie has been signed into law.  H.R.5075, which would create a nationwide alert network similar to the #AmberAlert for #missingadults between the ages of 18-64, was signed into law on Monday by President Donald Trump.  The bill was proposed back in February 2018 by outgoing Congressman Scott Taylor of Virginia's 2nd Congressional District, and passed in both houses of Congress in December. Senator Mark Warner sponsored the Senate version of the bill. "Out of this dark tragedy, light & hope will come for families across country in 2019," Taylor tweeted Monday night, saying how he had an emotional conversation with Billie's parents after hearing the news.  10 On Your Side spoke with Taylor on Tuesday. He says about 98 percent of bills do not become law so he’s thankful that President Trump signed it, amidst a government shutdown. “Politics can overtake good things sometimes, unfortunately. But it didn’t this time and I’m thankful,” he said. The Senate Courts of Justice Committee passed a bill Monday that is in honor and recognition of #AshantiBillie , and those that have gone missing under similar circumstances. The #AshantiAlert Act would act as an “ #AmberAlert ” type of system to help local and regional law enforcement efforts in finding people who are between the ages of 19 and 65. Like the Amber Alert, this bill would allow for law enforcement to more easily use media outlets such as commercial radio stations, television stations, and cable television – to broadcast information about missing persons. The law enforcement agency that is investigating the case would have the authority and decision to make the alert. The bill, introduced by Delegate Jerrauld “Jay” Jones, was passed unanimously. “We are about to make history. The history books will have to be updated and changed,” said Kimberly Wimbish, the Billie family’s spokesperson.

Part of the current draft reads: Critically #MissingAdult Alerts may be local, regional, or statewide. The initial decision to make a local Critically Missing Adult Alert shall be at the discretion of the local law-enforcement official. Prior to making a local Critically Missing Adult Alert, the local law-enforcement official shall confer with the Virginia State Police and provide information regarding the critically missing adult to the Virginia State Police. The decision to make a regional or statewide Critically Missing Adult Alert shall be at the discretion of the Virginia State Police. "After the tragic death of #Ashanti and extensive conversations with the Billie family, we saw a need for legislation to address this segment of missing persons," Delegate-elect Jones said in a statement on Friday. "Once the legislative session commences, we will continue to work alongside interested parties and legislators on both sides of the aisle to see this through.” If it becomes law, an Ashanti Alert would mean family would not have to wait 24 hours before filing a missing person's case. The 2018 General Assembly session begins on January 10 in Richmond.

#NORFOLK #Va (WAVY) — Eric Brian Brown, the 45-year-old retired Navy veteran accused of a kidnapping and killing 19-year-old #AshantiBillie will undergo mental health evaluations to determine whether he’s competent to stand trial. Federal prosecutors had filed a motion for Brown to receive the tests back on Dec. 1, arguing that multiple interactions Brown had with agents and others before his arrest indicated “deeply troubling statements and bizarre conduct.” Documents show prison staff have noted “unusual actions” from Brown since he was incarcerated. He was taken into custody back in November and charged with Billie’s kidnapping and murder. Weeks later at a preliminary hearing, FBI officials said they received new DNA evidence that makes the case against Brown even stronger. They say Brown’s DNA matches samples were taken from the steering wheel, gear shift, headlight switch, and turn signal of Billie’s Mini Cooper. On Friday, a federal judge ordered Brown to be tested at Federal Medical Center Butner in North Carolina, or any suitable federal facility, to see if he’s “suffering from a mental disease or defect rendering him mentally incompetent…to understand the nature and consequences of the proceedings against him or to assist properly in his defense.” The judge also ordered both the prosecution and defense to provide all information regarding Brown, except attorney-client privilege material, to help with the evaluation. At least one qualified psychiatrist or licensed clinical psychologist will conduct the tests, which were ordered to not to exceed 30 days. Brown was being held behind bars at Western Tidewater Regional Jail. He’ll be escorted to the psychiatric facility by U.S. Marshals “as soon as practicable.” Court proceedings will then resume after the evaluation.
