If Tagah is powered up by the staff, yeah, I think he could. If he doesn't have it, then no. Tagah is an insanely strong airbender, and he's fast, but Amon is the strongest bloodbender we've seen in the series. Considering the fact that Tagah is over 5000 years old and that the invention of bloodbending is much more recent, he wouldn't even know what the fuck was going on. There's a possibility he could resist like Korra, but if Tagah doesn't have the staff, the most realistic outcome is that Amon wins and takes Tagah's bending tbh.

When noatak ran away at 14, he went to republic city. He found himself out of his depth, penniless and on the streets, unaccustomed to city life. He met a tough and clever orphan girl around his age, who had a nasty burn scar across her face. The tragic backstory Amon uses in his speeches is hers. She had been living in republic city for about 5 years now, and she took him under her wing. She was an accomplished Chi blocker and was passionate about wanting equality for nonbenders. For awhile he lied and told her he was a nonbender as well, but he eventually told her the truth about everything. They fell in love and had a son together, and from early on the kid showed proficiency in bending all four elements. However, the family decided to keep that fact hidden while the white lotus scrambled around in search for the next Avatar, unsuccessful. The mother was killed by benders, which is what fueled Noatak to start the equalitist movement, his son wholeheartedly agreeing. And so when Amon rises in power, his son is by his side as second in command.
