This entire scene takes place when Mob asks Reigen for advice on asking a girl out and the entire scene is very aromantic. Reigen at first deflects to Serizawa and tries to get him to answer Mob's question.

Serizawa slightly blushes, smiles, and calmly tells Mob, "I'm honestly envious that you have someone you like." End ID]

Mob asks Reigen how to confess and...

Serizawa notices the flipphone and thinks, "Ah... He's cheating! Reigen-san doesn't know either?!!" End ID]

after Mob leaves Reigen tells Serizawa this:
